401 Runs rich

1963 Buick Wildcat 401 with a/c
Car runs very rich. I rebuilt the carb (carter 4 Barrel) I have to turn the idle screw at least 2/3 of the way in to get it to idle decent. I can turn in the adjustment screws all the way and it does not change the way it runs. I checked the floats and set them according to the manual and still runs rich. Any ideas?
 
If it is not stalling with the idle screws turned all the way in, the butterflies are not sitting too high (this means the idle screw is turned in too far). This is often due to too much timing ("very rich" may indicate not enough timing.) or a vacuum leak.
