1993 LeSabre Trouble code 17 ?

General Motors Diagnostic Code 17 "spark reference circuit error"- What does this trouble code mean? I thought that code 17 meant my Cam position sensor was bad. Well, I replaced it and problems with starting my car still occur and this code still shows up. Any Ideas? :confused:
 
P.S.

Let me clarify that my engine cranks but does not turn over until the 4th or 5th try. Also this problem happens on occasion not everytime.
