'66 Skylark Windehield Wiper Fuse

Can someone tell me what size fuse should be used for the windshield wiper for my '66 Sklark V8? I used a 20A fuse but it blew. Am I using the right size or is there an electrical problem with the wipers?

Page 120-11 in the '66 manual. (CLICK HERE) has fuses, it says a 25 amp for the "wiper and trans. shift switch"

IF everything is correct it shouldn't even blow a 20 amp fuse. I'm sure there has to be an un-necessary/excessive draw somewhere.
