glycol antifreeze alternative?

Is there an alternative for glycol antifreeze-an older motor man said to just use water soluable cutting oil as they did in the old days as we don't need anti freeze here in New Zealand.Glycol keeps seeping through my head gaskets of my 1957 Buick even after heads and block plaining.Does anyone know the ratio for soluable oil mix?
 
I do not think glycol is the problem, either there is a problem with the heads or block, or they are not torqued to the right specifications.
 
use coolant of any type. ethylene glycol, propylene glycol, extended life, sca,non sca...............it has rust inhibiters and will raise your boiling point under pressure.
