If your not in a rush, definetly try soaking it a few times with a good penetrating oil and also try tightening the bolt (clockwise). It may advance just far enough to break the bond, and you can then remove it by turning counter clockwise. A long breaker bar or length of pipe on the ratchet...

If your referring to the optional chrome ralley wheels, they were available from '66 to '70 on all full size Buicks. They are 6" wide, with a 5x5 bolt pattern, and a 2 1/8" hole in the hub to accept the "cone shaped, ribbed" centre cap, with the 'R' plastic insert. Finding a good decent set...
