Freaky Lights

I recently adopted a 69 Riviera, now my daily driver. Does anyone know, when headlights are on, should the rectangular lights on the front be lit? In my case, only one is, the left one. The right side remains off, but is the t-signal. The left side does not flash in the front. I have checked all the bulbs, no oddballs. I'm not sure if I'm dealing with a wiring or a switch problem. Any ideas out there?
 
The parking lights should have a dim and a brighter setting (you should see two contacts on the bottom of the bulb).

If one side isn't blinking, check for a burnt bulb (it could be one of the rear bulbs).

If the bulb works "dim" but not "bright", I would check the bulb itself. If the bulb doesn't come on in either position, I would check the ground wire and make sure it has a good connection.

Check all that stuff out before you start worrying about the switches etc., 97% chance the problem is in the bulbs or wiring.

It is also possible that the housing is corroded so that there is not good electrical contact to the bulbs, see if the contacts move freely (don't touch it with a screwdriver unless you want to blow a fuse!).
