Start with the brakes, brake fluid flush, inspection of brakes for leaks, etc. On some vehicles the rear drum back plates get worn at the shoe landings. You can either weld in these worn areas or replace backing plate. Then, make sure the emergency brake works impeccably.

do the cosmetics last with inspecting for water ingress.

I appreciate the advice. I did in fact change out the breaks as well as suspension. Brake lines have also been replaced with stainless lines. As much as I would love it painted, I will have mechanicals done first.
