Stop the rust!

A friend tells me that spraying oil io and on the frame and under-carriage of my well-rusted 69 Skylark will neutralize the rust. I gave it a shot but the spray can couldn't push the heavy oil.

My friend says to cut the oil with some paint-thinner or gasoline so the sprayer will push it, but I'm curious whether this any of this is good advice.

I gotta treat the rust in the frame and on the under-side of the body and I've got to keep it affordable. This idea sounds great on paper but is it worth pursuing.

I know a fellow who used to mix oil and diesel and spray it on his underside to slow rust during the winter. I expect the only way to really arrest the rust is to use a "rust nuetralizer" and then seal it with something like POR.
