TH400 transmission filter seems to wobble

Good day.
I'm working on my brother's 1969 Lesabre 400. 2-door hardtop. It has the TH400 transmission and I just dropped it's pan and cleaned it all up.
I reinstalled a new filter and gasket but noticed that the filter doesn't seem to tighten into place very well with it's own ¼-20 bolt. The bolt bottoms out and there's still wobble room with the whole filter. It even falls out of the pick-up tube gasket if I don't hurry to put the pan cover on.
I'm hoping that by tightening all the cover bolts down to the 12 ft-lbs torque it might hold the filter in place with those two half-dome places.

Any thoughts?

The new filter came with a new seal already pressed in... I'd call it a grommet more than an o-ring. It pushed on to the pickup tube nicely but I guess just slowly slips off due to some oil residue left on the tube. So you're saying the bolt holds the filter in place loose-ish in the same way a short piece of baling wire might hang it?
