'65 GS Shifter

My center shifter nob (with the push button top - not sure what this is called) does not recoil after being depressed. Is there a rebuild kit for this? The linkage actually still shifts with the button compressed. Does the button only act as a sort of locking device?

Yes, it keeps the shifter from moving from gear to gear unless the actuator is depressed. There is a picture of the assembly in the Chassis Service Manual we have on line here. It could be stuck or in need of repair. The manual will help you sort it out.
